Why 3(38) Investment Management?

Companies and organizations that sponsor qualified retirement plans take on many different responsibilities and liabilities. One such duty is to select and monitor the investments made available to plan participants using a prudent expert process. It has long been understood that if a plan sponsor does not have the capacity or knowledge to properly assume the role as a prudent expert, the sponsor should delegate that responsibility to a qualified organization.

As a 3(38) Investment Manager, Navigate takes full responsibility and liability for the selection and monitoring of the investments offered within the plan. Doing so fully relieves the plan sponsor of this responsibility and transfers the liability to Navigate. The sponsor’s only role, in this regard, becomes monitoring Navigate as the 3(38) Investment Manager.

As a 3(38) Investment Manager, Navigate will develop the Investment Policy for the plan, will provide monitoring reports to plan sponsor representatives, and will make fund changes and additions when prudent.

CEFEX Certified Annually

The majority of investment advisory firms operate in compliance with government or self-regulatory organization requirements. However, they are not subject to regular and ongoing review by an independent organization.

Navigate, as a CEFEX certified investment advisory firm, is different because we have gone one step further by undertaking an annual independent audit based on the Global Fiduciary Standard of Excellence. This standard comprises 21 of the industry’s best practices and is substantiated in case law and regulatory opinion letters. Through the annual certification process, an independent organization verifies that Navigate is adhering to these best practices and has demonstrated a commitment to serving the best interests of investors, plan participants and program beneficiaries.

Participant Friendly Investment Options

Retirement plan participants vary in investing experience, knowledge and engagement. We design the investment menu to meet the needs of these different types of investors. As 3(38) Investment Manager, we screen investments from a broad universe of options and include several different fund companies and a mix of active and passive options. Investment expense is carefully considered, and we have access to a full suite of CITs to further reduce costs. We prefer non-revenue sharing, clean share classes and never receive indirect compensation for our services.
